Please note that the following recommendation is subject to consideration and determination by the Committee before taking effect.

Recommendation: It is recommended that the scheme shown on drawing EATS(N)479/1/0 is approved at an estimated cost of 48,500.

1. Summary

The report seeks approval for a scheme to construct a Toucan signal controlled crossing on Eastern Avenue, Barnstaple.

2. Background

A crossing point has been established at this location for some considerable time. The crossing provides a pedestrian and cycle link across the A39 at Eastern Avenue from the Forches estate to the local cycle network and also the Park Community School. The crossing is identified as an element of the Park Community School Travel Plan.

On 30 April 2007 North Devon District Council approved a planning application for erection of a neighbourhood food store at Old Station Road, Barnstaple. A planning condition required the developer to make a contribution to the County Council towards upgrading of the cycle network and the Eastern Avenue crossing in particular.

30,000 has been received by the County Council from the developer as a contribution.

3. Proposals

Drawing EATS(N) 479/1/0 provides details of the scheme.

The estimated cost of the scheme is 48,500. A contribution of 30,978 has been secured. It is proposed that the balance of the scheme cost is funded from the Barnstaple and Bideford Area Programme.

4. Reasons for Reaching Recommendation

The County Council are working closely in partnership with North Devon Council to deliver sustainable transport improvements associated with new developments.

The scheme design has been prepared following consideration of the wider transport strategy, environmental considerations and the funding available. It is believed that the proposed scheme best meets the objectives within the above constraints.


5. Sustainability Considerations

The proposed scheme will encourage walking and cycling trips in the local area for both leisure and utility purposes.
